- He argues for a Lukan authorship to the book of Hebrews.
- Luke was the independent author of the Epistle to the Hebrews. This Luke was the traditional author of Luke-Acts
- He also contends that Luke-Acts was written to a single individual named “Theophilus,” not a Gentile, rather a former Jewish high Priest.
- According to Prof. Allen, Luke was not a Gentile as commonly interpreted in the NT studies, rather a Jewish writer exhibiting comprehensive familiarity with the Hebrew Scriptures.
